Public
In public relations and communication science, publics are groups of individual people, and the public (a.k.a. the general public) is the totality of such groupings. This is a different concept to the sociological concept of the Öffentlichkeit or public sphere. The concept of a public has also been defined in political science, psychology, marketing, and advertising. In public relations and communication science, it is one of the more ambiguous concepts in the field. Although it has definitions in the theory of the field that have been formulated from the early 20th century onwards, it has suffered in more recent years from being blurred, as a result of conflation of the idea of a public with the notions of audience, market segment, community, constituency, and stakeholder.
Security
Security is freedom from, or resilience against, potential harm (or other unwanted coercive change) from external forces. Beneficiaries (technically referents) of security may be persons and social groups, objects and institutions, ecosystems, and any other entity or phenomenon vulnerable to unwanted change by its environment.

Security
This option the consumer retains of being able to buy security wherever he pleases brings about a constant emulation among all the producers, each producer striving to maintain or augment his clientele with the attraction of cheapness or of faster, more complete and better justice.If, on the contrary, the consumer is not free to buy security wherever he pleases, you forthwith see open up a large profession dedicated to arbitrariness and bad management.  Justice becomes slow and costly, the police vexatious, individual liberty is no longer respected, the price of security is abusively inflated and inequitably apportioned, according to the power and influence of this or that class of consumers.  The protectors engage in bitter struggles to wrest customers from one another.  In a word, all the abuses inherent in monopoly or in communism crop up.

Order
The politics of control and manipulation can only have a degenerative effect on civilization and stability. When larger systems dominate smaller ones, society and its members must face a host of bad choices, debilitating harm, and dicey outcomes. Once the leviathan has been released, few can really control its movements. So once the damage has become visible, historians can point to the inevitable source of the criminality: the ‘structured order’ of politics, rather than an ‘unstructured order’ of the people. To the gullible, this is a shocking revelation. How could any system entrusted with maintaining order destroy the very thing it had sworn to uphold?
